The police suspected a con scheme but the very people that gave the money truly believed that the self-proclaimed Romanov has gone into hiding because of Soviet spies threatening her life.The person in question was Anna Anderson. She is known to be a charismatic and influential socialite with striking good looks. In reality it's just for her character, but she is one of two grifters in the game. You can get her early on, and she's generally useful. She's nifty with her pistol and can earn extra "Liked" status on any task that would give it. Her story is short, but remember to purchase weaponry from the deputy prior to completion via the dance.. The DLC is expensive considering how short it is. It is basically 1 mission and you recruit a Russian woman. I will say though however, at least you can use this character for the rest of the game and for the DLC as well. So I think it is basically paying for a Russian waifu rather than for the story..
